Role and Responsibilities of the Ellis County Chair

 

Chairman's Duties

  • Help people become knowledgeable about politics
     
  • Recruit individuals to join the party
     
  • Identify and position people to use their talents effectively
     
  • Appoint committee chairmen to the subcommittees of the Executive Committee
     
  • Recruit candidates to run for office and assist them in developing campaign strategies
     
  • Recruit volunteers to staff parades, event booths, and activities at city chambers, churches, and other civic organizations
     

Election-Related Responsibilities

  • Serve on the Election Commission  


  • Serve on the Election Board  


  • Sign the contract with the Elections Administrator to conduct the primary election


  • Recruit individuals to work elections in various roles, including:
     
    • Serving on the Ballot Board
       
    • Serving as election judges and clerks
       
    • Serving in Central Accounting for primary and general elections, overseeing the delivery of ballot boxes and thumb drives
       
    • Visiting election sites to check site readiness, sign placement, and compliance with electioneering rules


Leadership and Governance

  • Hold monthly meetings in accordance with party rules and Robert’s Rules of Order
     
  • Facilitate constructive discussions to address and resolve internal disagreements
     
  • Encourage members to work toward common goals
     
  • Attend Commissioners’ Court meetings (regular and special called) to stay informed about county matters

 

Community and Committee Involvement

  • Facilitate and participate in parades
     
  • Attend committee meetings, including:
     
    • Executive
       
    • By-Laws
       
    • Vetting
       
    • Victory
       
    • Finance

 

Communication

  • Respond to inquiries from individuals who contact headquarters when volunteers are unable to provide answers


  • Serve as the voice of the Ellis County GOP in conversations with the public, the press, candidates, and our elected leaders 


  • See that members are up to date on meetings, events, and other important happenings 




Get to Know Chairman Randy Bellomy

After graduating from high school, he began working with management companies in apartment maintenance, where he gained hands-on experience in air conditioning, heating, and plumbing. Several years later, he joined a local HVACR company, further developing his technical skills. Randy then took the leap and opened his own HVACR business. Owning his business has given him the flexibility to be actively involved in both his church and local politics. 


Throughout Randy's life, God placed remarkable people in his path who taught him valuable lessons; lessons that guided him in starting and running his own business and in learning how to work with people from all walks of life. Over the years, Randy have also served on numerous professional association boards and church committees, which has been both rewarding and enriching.

 The pro-life movement is what first drew Randy into politics, he realized that the only way to change laws and save lives was to get involved and help elect leaders with strong moral values. Over time, he also came to understand that many important decisions were made before the general election by a small group of people, which meant he needed to get involved from the very beginning. Over the past five decades, Randy has attended every Republican convention except for one. 


Dallas County

  • Started working with the Republican Party in his mid twenties working elections and attending precinct conventions, district conventions, and state conventions
  • Worked Senator Phil Gramm’s first election as a Republican doing phone banking and envelope stuffing
  • Past chairman of Senatorial District 23 Convention
  • Trained hundreds of people how to run and take leadership roles in conventions

Ellis County

  • Moved to Ovilla in June 1991 and voted in the 1992 March primary. 

Randy arrived early at the precinct convention one evening and sat at the front of the room. He thought only a few people would attend like in Dallas County but was surprised when they could not fit all the people attending in the room. As the young man started the meeting, he could tell it was his first time to hold a convention and Randy was able to help and instruct him on several procedures; he graciously accepted his help and continued on with the convention. Afterward, he asked who Randy was and what he did. Randy told him his wife and him had moved from Dallas to Ovilla a few months prior and related his political experience to the gentlemen. When Randy told him that he had been working with Dr. Jimmy Morgan, his ears perked up. Dr. Morgan was well-known state-wide for his conservative values and training seminars. This gave Randy credibility with him, and he invited Randy to meet with the newly elected chairman, Debra Hanneman, and Paul Perry. About a year and a half later he was asked to be vice chairman of the county party.

Ellis County had a rogue judge running again as a Republican. They decided to read public information at the next meeting to expose him, and he sued the executive committee for millions of dollars. The state party contributed to their defense; some lawyers worked pro bono, and they held a fundraiser. After a couple of years a Democrat judge in another county threw the case out.

  • Worked with local candidates including Ray Stewart for sheriff, Paul Perry for justice of the peace, and Bob Carroll for district judge

They found that they needed to bridge the gap between county office holders and the local party, build the party membership, and support local and statewide candidates better. One of the ways they accomplished this was to have headquarters open Monday through Friday from 10 a.m. until 2 p.m. to allow people to have a contact point and pick up signs and election materials and give committees a place to work. This required money, so they established the Legacy Circle to bring in funds. They also held monthly breakfasts at headquarters for the elected officials so they could learn about their needs. Denise resigned to run for office, and Randy became chairman.

As the party grew, they moved the monthly meeting from Water Street to the MotorPlex.  The party continued to grow and moved to the current location at The Enchanted Point. The party has gone from around 30 in attendance a decade ago to over 130 in attendance now. The party has nearly tripled the amount of chairs to 48 Precinct Chairs and 16 Vice Chairs over the last three years.
